Mission Statement
Morley Library shall be a community resource, available
to all, contributing to the quality of life in its service area by:

recreation in an organized, professional manner;

Library Cards
Anyone residing in the State of Ohio is
eligible to receive a library card at no charge. Simply present a picture ID to a clerk at
the Circulation Desk, located just inside the library's front door. Children under the age
of 12 must have a parent or legal guardian accompany them and sign for the card. Youth
under 18 without a picture ID must be accompanied by a parent or legal guardian to provide
identification. Non-residents or transient residents may obtain a card for a $5.00 fee.
Lost or damaged cards cost $1.00 to replace. If you are under 18 years old, your parent or
legal guardian must sign a Morley Library Parental Consent Form for Video Borrowing. Your
library card is issued only to you, and you are responsible for all materials checked out
on it. Please notify the library immediately if your card becomes lost or stolen, or if
you change your name, address or phone number.
Reserves, Renewals and
Lending Policies
All library materials except new Feature Films
can be reserved. Library material, with the
exception of New Adult Fiction, Feature Films, Theme Units, Books
Sets and Classroom Aids can be renewed once.
Material can be renewed in person, by telephone or by using the Patron
Review feature on the Library Website. You will need a PIN (get
one at the Check-out Desk) and your Library Card to access Patron
Review.

Policy on Retrieving
Overdue Library Materials
Why a Collection Agency?
When library patrons have long overdue materials, they deprive
others of the opportunity to use our Library’s resources. We think
you would agree that this just isn’t right.
To encourage
patrons to return materials when they are due and make the
collections process easier, the Morley Library Board has decided to
use Unique Management Services, a professional collection agency
that specializes in the recovery of library materials and has an
excellent record of treating patrons professionally.
This policy
was developed with fairness to all library patrons in mind. The
cost of this service will be passed on to any patron whose account
is turned over to the collection agency. This new policy will not
affect the vast majority of patrons who return materials in a timely
fashion. Materials not returned are not available for others to use
or borrow. In addition, if materials are never returned, money from
the library budget must be used to replace them. These funds could
be better used to purchase new items for patron use.
By recovering
significant amounts of long overdue materials and fines, the Library
demonstrates strong stewardship of community resources and
responsible customer service.
Please keep in
mind that Morley Library’s purpose in establishing this policy is to
retrieve materials and have them on hand for others to enjoy. Thank
you for your help.
Our New Policy and Procedures

Patrons will be notified via mail or email when their materials are
overdue. Two overdue notices will be sent: the first at two weeks,
the second at four weeks. When an item is four weeks overdue,
borrowing privileges are revoked until the materials are returned.

Patrons with materials overdue for 10 weeks or longer will receive a
bill and warning letter from the library. If after 10 days the
materials are still past due, the account will be submitted to
Unique Management Services for collection.

Once the account is sent to Unique Management, a $10.00 collection
fee will be added to the patron’s library record. Unique Management
Services will then contact the patron to settle the account.

If after being contacted by Unique Management Services a patron
still fails to return the materials and pay all fines and fees, an
unfavorable credit report may be sent to the three major credit
reporting agencies. Such a report could adversely affect a patron’s
credit rating.
Avoiding Overdue Materials
It is easy to
return library materials. As a courtesy, audio-visual and book
depositories are available 24 hours a day. In addition, most
library items can be renewed twice - either in person, over the
phone, or online via the library website
www.morleylibrary.org.
Please note that the maximum fine per item is only $2.00 ($5.00 for
DVDs and videos). It is far less expensive to return the items and
pay the fine than to pay the replacement cost.
Drive
up Window and Book Drop
For your convenience, library material can be
returned in the outside Audio-visual and Book Drops, open 24 hours a day.
The Drive-up Window is open during library hours, but closes 10 minutes
before the Library. Please call ahead if you want material set
aside for pick-up at the window. No need to call ahead to pick
reserve material. Both the Drive-up Window and the AV and Books
Drops are located on Phelps St.
Directions to
Morley Library
Morley Library is located
on Phelps Street, between North State Street and North St. Clair Street, one block south of
East Erie Street (Route 20). Please note that Phelps Street is
a one way street, running from State to St. Clair. The parking lot
can be entered from Phelps Street or North St. Clair Street.
From Route 2
Exit at Richmond Street. Turn left at
light. Turn left onto East Erie Street (Route 20). At the next traffic light
(North St. Clair Street), turn right.
From I-90
Exit I-90 at Route 44. Turn Right at the light.
At the split, take Route 2 East. Exit at
Richmond Street. Turn left at light. Turn left onto East Erie Street (Route
20). At the next traffic light (North St. Clair Street), turn right.
Homebound
Delivery
Delivery of books, magazines, music
CDs
and books-on-tape to anyone confined to home or resides in a nursing
home within our service area is made either the first
Tuesday or Wednesday of
every month. To see if you qualify, and to apply for this service, call the
